Emanating from the populace, the primary mission of the People's Defence Force (PDF) is to safeguard the lives, property, and prosperity of the people, and to ultimately establish a Federal Democracy. Under the strategic framework of a People's War, public mobilization and civil-military relations serve as the vital lifeblood of a people-based defense force. As articulated in the Nandi Sena Pyo by the eminent Minister Letwe Thondara:
"Regardless of the superiority of military strategy,
Or the lethality of the weaponry wielded;
Without capturing the hearts of the people,
And without respecting the power of the masses,
The blade of the sword shall shatter, and the spear shall yield.”
An armed force operating without the backing of the populace is inevitably destined for failure. Recognizing this operational imperative, the No. (1) Special Regiment has formulated and systematically executed public mobilization directives in close coordination with the civilian population since 2022—an ongoing commitment we continue to prioritize.
In advancing these mobilization efforts, the Battalion enforces strict accountability and responsibility, ensuring complete solidarity with the masses. Our operational scope encompasses collaborative community initiatives—ranging from healthcare and educational sector support to essential regional civic action programs—alongside conducting public briefings on the foundational principles of Federal Democracy, the ultimate objective of this revolution.
Guided by our operational doctrine, "Fight while mobilizing, mobilize while fighting," continuous regiment-level mobilization and civil-military operations are being rigorously executed across our designated Areas of Operation (AOR), including allied ethnic territories. We hereby release selected visual documentation of these civil-military engagements and operational activities for public record.
